Well, the page on personal images says that if the user who uploaded it is not using it, tag it to the user who has been using it the longest. After a lengthy search, I concluded that that user is YoshiMonsta and the image has been tagged to him.

Image-hosting services are good replacements (even though you can't format them properly in Wikis). There's only so much personal images you can have, and now, these images should be constituted as a personal image.
