I made the wordy part less wordy and more concise. After rewatching the cutscene, it is clear Bowser intended on surprising Junior with the Ever Ice, and is never made out like a request. Additionally, the "under his father's influence" thing is objectively the case, as Junior constantly talks about his motivation for what he did being that his father would love for him to do that, and the Koopalings constantly compare him to his father as a result.
