Dangling Ghosts are Sub-Species to the Caged Ghost and are mainly found in World 5 in Super Mario World 2: Yoshi's Island. They swing back and forth on the ceiling like a pendulum, and attempt to steal Baby Mario if a Yoshi gets too close.
To get pass this enemy, the Yoshi may spit out an enemy or shoot it with a Egg to give the Yoshi a few seconds of safety to pass by the enemy.
