I really don't think its the actual chef who appears in the Origami King. Just one that looks the same.

At the [[Overlook Tower]], he is trapped on the second floor between two crates, worried about the state of his restaurant in the tower. After Mario defeats the [[Folded Soldier]] [[Mini Goomba]]s, the chef is pleased and rewards Mario with a bag of [[confetti]] that he can use to patch up a large hole and get to the third floor.
