			Its is practically impossible to do it. Sorry to break the news, but there is no extension that will give users the autoblock power. There is another way though. The owner of the site will have to change LocalSettings.php and create a new user group (similar to sysops or bureacrats). Give them the right to block users. Then autoconfirm the transition from User to (Desired User Group), maybe set it to 1 month atleast.
