Given that multiple sources call it "fire" and no sources seem to say they're just generic bouncy balls or anything, I think it's pretty safe to say that Iggy and Larry's SMW projectiles are fire. Their sprites clearly showing them tucking their heads into their shells before pulling the object out through the head-hole, indicating they're breathing it out. Of course, the technical reason was presumably to avoid all the troubles the changed tiling that giving those sprites a sufficiently-sized open mouth would require, but still, if they were just throwing balls, there'd be no reason to remove the head graphic. :Problem is, Ludwig was able to breathe fire just fine, so it shouldn't be an issue with Iggy or Larry.
