I have already informed you of this once. Your welcome template is completely unnecessary. First, it's against the rules. Second, if someone doesn't already have a welcome template on their talk page, they will automatically get one via a wiki bot. Sockpuppeting is an instant Last Warning, hence you only get the one. You don't do tests like that: there is no good reason for it.
