Sky Guys are Shy Guys that float using balloons. They first appeared in Super Mario World 2: Yoshi's Island where they floated over Yoshi and dropped objects such as crates and bombs.
They showed up again in Paper Mario. This time they shot at Mario with a slingshot. The balloons keeping them afloat could be attacked, grounding them and turning them into normal Shy Guys.
