It says in SM3DW that they are enemies, though they don't hurt you at all. -

- Just because they don't directly hurt you doesn't mean they aren't enemies (like Bumpties in Yoshi's Island), though I do agree they should be recategorized as a block / platform in the 3D World article since they act like that than something actively trying to impede your progress.

The Skipsqueaks on the Grumblumps arn't much of an obstacle because they technically teach the player to move when the grumblump moves,the grumblumps too arn't obstacles because you use them to get through the level. - Bowser64 (Talk - Sandbox)
