So, the article is calling this a Spiny due to it having multiple spikes on its shell and its minions (according to the article, at least) being identified as Spinies. However, its name means "Giant Spike Top," so it seems to me more likely that there being more than one spike has more to do with it being depicted as more monstrous than a normal Spike Top rather than not being a Spike Top itself - especially since from what I can tell Spike Tops in general at that point were designed simply as a mixture of Buzzy and Spiny traits without either taking priority.
