For Level 2 Race 'n' Place, it's a single random placement, not just 2nd or 3rd. Here is an example of a game where the needed place is 4th: https://youtu.be/MM74VaSi3Kg?t=918
It's quite possible that you'd have to pick the winner again, but I haven't run across video evidence for that one.
