Colossal Koopa Paratroopas are inhabitants of World 4 in Super Mario Bros. 3. Colossal Koopa Paratroopas are nothing more than large Paratroopas or otherwise Gargantua Koopa Troopas with wings. All the creatures that live in Giant Land are huge, like this one. They do not act differently than other Koopa Paratroopas. They can also be used to smash giant blocks and can be picked up.
