Boomer is a Brother Bear who specializes in explosives in Donkey Kong Country 3: Dixie Kong's Double Trouble!. He is located in his own bomb shelter in the lost world, Krematoa. Boomer wears an orange vest and a yellow construction hat. His official artwork also shows him wearing a pair of black shoes. In the Game Boy Advance remake, Boomer now wears a white undershirt similar to Brash's and a red construction hat.

According to Boomer, he explains that the other residents of Northern Kremisphere banished him to Krematoa, deeming him "too dangerous" (given his love for explosives). Unlike some other Brothers Bear, who provide their service in exchange for bear coins, Boomer only accepts Bonus Coins for currency. Every level in Krematoa has a pair of rocks blocking the path, and Boomer charges 15 Bonus Coins to detonate each one, except the final level, Rocket Rush, which he charges 25 Bonus Coins for. After the Kongs pay Boomer, he uses munitions to blow up of the level's rocks, allowing the Kongs to access it. When Dixie Kong and Kiddy Kong complete a level, they obtain a cog. By returning to Boomer's Bomb Shelter with the cogs, Boomer places them on a machine. After the rocks blocking the path to Rocket Rush are detonated, Boomer has no more explosives that he can use. If the Kongs have enough Bonus Coins for two or more levels, then Boomer forces them to pay for as many of his "specials" that they can afford at once before blowing up the same number of rocks. If the Kongs try to pay Boomer fewer Bonus Coins than he requires, he reprimands them and claims someone tried it before, whom he implies was sent up into space. When all five cogs are placed on Boomer's machine, the dormant volcano in Krematoa reactivates, and the Knautilus rises in the central lake. Following this, if the Kongs revisit Boomer, a fan appears on his countertop, blowing on his face, due to the temperature increase caused by the volcano's reactivation. Boomer claims to have bought the fan from Bazaar's General Store.
Boomer is a construction hat wearing bear with a love of explosives; he is also a member of the Brothers Bear family.

In the event that the cheat code "WATER" is entered to automatically obtain every Bonus Coin and then visit Boomer, he will be surprised that the Kongs already have all the Bonus Coins.
Before the events of Donkey Kong Country 3: Dixie Kong's Double Trouble, Boomer was seemingly exiled to Krematoa by the rest of the Brothers Bear, who found Boomer's love of explosives annoying and dangerous to them and everyone else. Once he arrived in Krematoa, Boomer, taking his explosives with him, created a home for himself called Boomer's Bomb Shelter.

In the Game Boy Advance version, Boomer charges 18 Bonus Coins to clear the path to a level, except Rocket Rush's, which costs 26 Bonus Coins, and only a single level can have its path cleared at a time. Boomer's fan and his dialogue saying that he got it from Bazaar's General Store were also removed.
If Dixie Kong and Kiddy Kong manage to raise Krematoa from the sea, they can visit Boomer and, for a price of several DK Coins, have him use some munitions to blow up the rocks blocking their path to the levels of Krematoa. Dixie and Kiddy could also give Boomer the various Cogs they recieved at the end of Krematoa's levels; once Boomer recieved a Cog, he could put it into a machine that he claimed to have found after moving to Krematoa.

Once all five levels of Krematoa are beaten and all five Cogs in Krematoa are given to Boomer, he will put them all in his machine, which will reactivate the dormant volcano in Krematoa and raise Baron K. Roolenstein's Knautilus submarine.
