Colonel Harlan T. Culpepper, often known as just Colonel, is a character from the Saturday Supercade episode Mississippi Madness. He is the leader of a trio of thieves who long for the Emerald of the East. He wears a grey tuxedo and cowboy hat, and, like his two cronies Belle and Billy Bob, speaks in a stereotypical wild western dialect.

Colonel Culpepper was first seen in the beginning of the episode, detailing his plan to steal the emerald. He then notices Donkey Kong and decides to use him for his plans. The colonel then manages to find Donkey Kong and tries to talk to him; Donkey Kong refuses at first, but Culpepper then allows him to get flattered by Belle, and both of them send Donkey Kong into the museum to steal the emerald. Donkey Kong succeeds, but is forced to flee to the jungle. The colonel and his cronies give chase on a personalized motorboat, and they succeed in pushing Donkey Kong out of the way of Mario's trap, causing the emerald to fall into the colonel's hand. However, this also causes the cage from Mario's trap to drop onto the group. Culpepper is not seen again for the rest of the episode, though it is assumed that he was arrested by the police for his theft.
