:From a story standpoint, the localizers were possibily giving the implication that he is not the real final boss once he is beaten as Cactus King. Possible merger?

The names are different in English, although they have the same name and stage title in Japanese (ファイナル コング (Final Kong) & 覇王降臨 (はおうこうりん - The Overlord Cometh). Adding to this they look, act, and fight exactly the same, and use the exact same theme during the fight. Plus the Wii version only uses Ghastly King in the Kong of the Mountain stage, as if they are the same Kong. I can chalk this up to localizations that are the reason why they seam to be different characters.
