It's a city location, there are Koopas (one of many characters referenced in buildings and sponsors) - it's very possible they would have come up with the name on their own and that it's just a coincidence. This game has a lot of cases of courses having signage that is not the actual course name - see GCN Dino Dino Jungle having "Dino Laboratory" signage all over, or Salty Salty Speedway having signage for "Lagoon City". As such, having a name displayed on signage doesn't really feel like a clearer indicator of what this course's name is than, well, the entire layout and course gimmicks, as YoYo pointed out. While I do feel like the course layout should be enough to put this as GCN Peach Beach for now, I also think it's fair to leave it with a purely descriptive name for now.
