Appears in Rougeport sewers, in the chamber with the broken pillars, fountain, and buildings. Take a right to the chamber room of Fahr Fhar Outpost and Twilight Town.
 
Appears: Rougeport sewers, go through the metal grating in west Rougeports ground, head right for the doorway, go into the left house above the elevator platform.
