Artwork of Morton Koopa Jr. from a Nintendo coloring book. The coloring book was included in the July 2015 edition of Japan's TV Video Game Magazine to commemorate the 30th anniversary of Super Mario Bros.
The same artwork is reused in the main characters' pages of the Encyclopedia Super Mario Bros., on page 15.

The copyright for it is most likely owned by either the publisher/producer and/or artist(s) producing the work in question.
