That means you didn't play Mario Kat DS then, because the Angry Sun appears in Desert Hills.
It can be seen better in Mario Kart Wii (as a retro course).
So I really think that this enemy hasn't been forgotten. Aty least not by Nintendo, and that's what really matter.
