In Paper Mario: The Thousand-Year Door, it is found in Twilight Town, in the Twilight Shop's storage room, and Rogueport Underground, in a hidden room only accessible with Boat Mode. There is a very rare chance that Chain-Chomps and Bob-ulks can hold these badges, and Ms. Mowz can steal the badge from them, but only if they are the closest target in range.
